Moldy drum??

Hey guys. So I haven't used the drum in about 3 months and did not clean it at all the last cook. I came out yesterday to clean the grills for summer and found the drum had maybe a half inch of water in the bottom and mold on the leftover charcoal, grates, and fire basket. I had it covered but found a couple rips in the cover. My question is should I have the vents open when not in use? Or will a cover without holes be enough to keep it dry? Also the cover only goes about 3/4 of the way down so I think water may be running in behind the bottom vents?

Second on cleaning with dawn. Then use a bleach mixture let both sit in drum for 30 minutes and rinse. Follow with a burn lid on vents open. Shoot for a 300-325 temp
